Transportation master plan with general lines; collecting and analyzing data and opinions from all stakeholder institutions and organizations in the city with a sustainable and participatory planning approach, collecting new data with field studies (surveys for different sectors and target groups for field research, public transport journey measurements, traffic volume measurements, curtain- section, corridor traffic measurements, etc.) and analysis, interpreting the result information obtained by analyzing all the information collected, forming synthesis inferences, identifying problems and potentials, performing SWF Analysis, establishing and calibrating the Transportation Demand Forecast Model, forecasting for the future and alternative alternatives. It consists of the processes of creating and testing the scenarios in the established model and reporting the final Master Plan decisions.
The Transportation Master Plan, the current transportation needs/demands of the city and the possible future transportation needs/demand forecasts, the transportation system, transportation network, standards and capacities of the city and its immediate surroundings and the distribution of transportation by types, land, sea and air transportation and the integration of these transportation types with each other. identifies transfer points, storage and transfer centers, commercial freight corridors, public transport routes, parking lots, bicycle and pedestrian paths, accessibility and traffic issues of these types, focuses on public transport and gives priority to transportation types in the short and long term. It is a plan that is a whole with its report that proposes solutions to problems.
The Transportation Master Plan should be compatible with the Regional Plan, if any, the Spatial Strategy Plan, if any, the Environmental Plan and the Zoning Plans.
